This coin commemorates the signing of the Treaty establishing a Constitution for Europe on 29 October 2004 in Rome. Italy was a natural choice to host the signing, as Rome was also the city where the founding Treaty of Rome was signed in 1957. Though the Constitutional Treaty was ultimately never ratified — rejected by French and Dutch referendums in 2005 — it laid the groundwork for the Treaty of Lisbon (2007), which incorporated many of its provisions. The allegorical figure represents Europa writing the new constitutional text.
